March 19, 2020 – The Los Angeles County Department of Public Health issued a new order urging residents to stay home for the next 30 days in order to slow the spread of COVID-19. The new order prohibits gatherings of individuals inside and outside the home with an attendance of 10 or more, with certain exceptions for essential activities or for essential businesses and government agencies or to perform essential infrastructure work. For public and private gatherings attended between 2-9 persons, maintain social distancing of at least 6 feet from others, wash your hands, and include signage encouraging the public to not enter if they have a respiratory illness, including a fever or cough. The order goes into effect at midnight tonight.

“Safer at Home literally means what it says,” said City Manager Dominic Lazzaretto. “The new order is intended to help slow the spread of COVID-19 and the best way to do that is to just stay home. Continue to care for yourself and loved ones, take a walk, go outside, but just maintain
social distancing and please wash your hands.”
Per the new order, essential activities include going to visit a doctor or generally obtaining medical care or supplies like prescriptions at your local pharmacy. This also includes grocery shopping, pet care, or caring for a family member outside of your home. Individuals who perform essential service activities, like doctors, dentists, pharmaceutical workers, and other healthcare providers may leave their residence for work. Government workers, police, firefighters, emergency management personnel, and other workers needed to ensure continuing operation of government agencies and provide for the health, safety, and welfare of the public are categorically exempt from the order.
Essential infrastructure workers exempt for the order include any services to maintain public infrastructure including public works construction, construction of housing, airport operations, water, sewer, gas, electrical, oil refining, roads and highways, public transportation, solid waste collection and removal, and internet and telecommunication systems.
All exempt services and workers should maintain and practice social distancing to mitigate the spread of COVID-19. Consistent with the order issued by LA County public health officials on March 16, 2020, this new order requires all indoor malls, shopping centers, playgrounds, and non-essential businesses to close. This is in addition to all bars and nightclubs, gyms and fitness centers, movie theaters, live performance theaters, bowling alleys, and arcades throughout all of LA County, including those within the City of Arcadia must close. In addition, all restaurants throughout the City of Arcadia are required to close their public dining areas to customers, and may only prepare and offer food via delivery service, pick-up for takeout dining, or drive-through. Furthermore, on Tuesday, March 17, 2020, the Arcadia City Council unanimously ratified a Declaration of Local Emergency issued by City Manager Dominic Lazzaretto on March 16, 2020, paving the way for the City to enact emergency provisions designed to protect the community from further COVID-19 transmission, in addition to making the City eligible for reimbursement for COVID-19 transmission mitigation expenses. The local emergency was declared by the City Manager after the City was notified by public health officials of one (1) confirmed case of COVID-19 in Arcadia. The Emergency Declaration provides the City Manager, as the Director of Emergency Operations, to mobilize local resources, coordinate interagency response, accelerate
procurement of vital supplies, use mutual aid, and seek assistance from, and future reimbursement by, state and federal governments that will be critically necessary to the City’s response to COVID-19.
The Emergency Declaration also includes community protection provisions making price gouging unlawful in the City and provides residential and commercial tenant protections against evictions for non-payment of rent due to a verified COVID-19 financial impact. The City Council order discontinues water shut-offs to residents and businesses, suspends penalties for delinquent water and sewer payments, and suspends parking restrictions and fees for parking violations. These community protection provisions will remain in effect for the next 60 days. In response to additional guidance received by federal, state, and local public health officials, Arcadia City Hall was closed to the public on March 16, 2020, until further notice. City Hall is fully staffed to respond to requests for services virtually by phone, email, or online; however, as part of the City’s COVID-19 transmission mitigation efforts, we are requesting that the public refrain from coming to City Hall.

As a reminder, the Arcadia Community Center, the Arcadia Public Library, and the Gilb Museum of Arcadia Heritage are also closed to the public and non-essential personnel. This follows the City’s decision on March 9, 2020, to suspend City-sponsored events. Further, on March 13, 2020, all City of Arcadia Recreation & Community Services Department after school programs at AUSD schools were cancelled for the same duration of the District’s closure. There are two (2) confirmed cases of COVID-19 in Arcadia.
Per the latest information from local, state, and federal public health officials, the risk of contracting the virus remains low. There are steps individuals can take to help minimize and prevent the spread of COVID-19. These include:
• Wash your hands often with soap and water for at least 20 seconds.
• Avoid touching face (eyes, nose, and mouth) with unwashed hands.
• Avoid close contact with people who are sick.
• Stay home when you are sick.
• Cover your cough or sneeze with a tissue, then throw it in the trash.
• Clean and disinfect frequently touched objects and surfaces.
• Practice social distancing; maintain at least 6 feet from others.
• Avoid groups larger than 10 persons.
Anyone who was recently in an area that is currently experiencing a high infection rate of COVID-19 and feels sick with a fever, cough, or has difficulty breathing within 14 days after leaving should:
• Seek medical care right away. Before going to a doctor’s office or emergency room, patients should call ahead and tell them about their recent travel and symptoms.
• Self-quarantine and avoid contact with others.
• Not travel while sick.
• Cover their mouth and nose with a tissue or their sleeve (not their hands) when coughing or sneezing.
• Wash hands often with soap and water for at least 20 seconds to avoid spreading the virus to others. Use an alcohol-based hand sanitizer if soap and water are not available.
