Announcing: LAC Small Business Resiliency Fund
We are pleased to inform you that on Monday, September 29th at 9 AM, DEO will launch the Los Angeles County Small Business Resiliency Fund (SBRF), a County-led grant program providing up to $5,000 in direct relief to small businesses across Los Angeles County that experienced economic hardship following federal immigration enforcement actions beginning June 6, 2025.
This grant is the result of a June 17, 2025, motion, introduced by Supervisors Hilda L. Solis and Janice Hahn, which directed DEO to develop and implement a business interruption fund in partnership with the CEO’s Center for Strategic Partnerships (CSP) and philanthropic funders. The motion specifically directed the fund to provide financial support to small businesses experiencing labor shortages, curfews, property disruption, and customer loss due to ICE enforcement activity. It is made possible through $1.8 M of Care First Community Investment (CFCI) funds and is administered in partnership with SoCal Grantmakers, which serves as the program’s fiscal sponsor, and AidKit, which is responsible for managing the application platform, verifying eligibility, and distributing funds.
The program also includes support from three Community Business Organizations (CBOs) to assist with multilingual outreach, application completion, and in-person eligibility verification, where necessary. Below are the CBOs selected for each Supervisorial District:

Eligibility Requirements:
To qualify for the Small Business Resiliency BIF, businesses must:
· Be a brick-and-mortar business, independent contractor, sidewalk vendor, or eligible home-base business that requires on-site customer attendance (i.e., daycare, MEHKO, etc.)
· Be located in Los Angeles County and headquartered in California
· Have gross revenue of $6 million or less in 2024
· Employ fewer than 100 workers
· Be majority-owned and operated by the applicant
· Have been the primary source of income for the owner in 2024
· Be active and in good standing with local and state taxing and licensing agencies
· Experienced at least one qualifying event (labor shortage, revenue loss, closure, property damage, or business disruption) linked to ICE enforcement or curfews beginning June 6, 2025
Timeline:
· Application Launch: September 29, 2025
· Application Close: October 31, 2025
· Round 1 Application Review and Notifications: November/December 2025
· Round 2: Pending additional funding
