Kelly LoBianco is the first Director of the LA County Department of Economic Opportunity (DEO). DEO is the central economic and workforce development agency of LA County. Through a regional strategy and community-centered policy and programs, the department seeks to unlock the vast potential of our local workers and small businesses; drive new, competitive investment that creates quality jobs, career pathways, and diverse talent pipelines; support economic security and mobility for all residents; and collectively build an equitable economy poised for inclusive and sustainable growth. Kelly was appointed Director in July of 2022. She joined the County in 2021 to support the department’s establishment.

As the Altadena and greater Pasadena region continues its recovery from the Eaton Fire, thousands of decisions are being made about rebuilding, infrastructure, services, investment, and the workforce needed to make that recovery possible.
This panel will examine how PCC, employers, workforce organizations, public agencies, and community partners can work together to connect people to the careers emerging from the Eaton Fire recovery.
We’ll discuss where the greatest workforce needs are developing, how education and training can keep pace, what employers need from workforce partners, and how we can ensure that residents have meaningful access to the opportunities created through rebuilding.

Why a Webinar Series?
In 2026, the Future of Work Conference became a three-part webinar series. The second session, Building Workforce Pathways for Disaster Recovery, took place on September 3rd.
We are excited to continue the conversation with the final installment of our webinar series and facilitate the discussion of how we, as institutions, business owners, and community members, can play a role in the recovery of the Altadena community.
